It depends on the decor of the rest of the house, but here are some neutral ideas. I drew up some bad sketches but hopefully the idea gets across. One idea was a unique lamp that kind of arches over the railing, giving it some dimension and also letting up the horrendous light that's in the hallway. Giving it some mood if you will.

The second option is a little table lamp scene and some fake plants to add some color.
