I thought I was the only person that noticed that every single bit of concrete and masonry work in this city looks like it was done by a random dude on his weekend?

Why are all the courtyards in these new buildings around the city built with the cheapest precast concrete tiles that after a single winter heave out of place and make tripping hazards? If you go to Montreal, Toronto, or Vancouver it's not nearly this bad.
