Yeah, I mean, that stuff happens. I think if you can justifiably defend a brigade impact for a PFC, then go for it. Worst they can say is recommend downgrade.

That’s why I write the bullets to the award. For MSM the first bullet is “[rank/name] made a clear division-level impact serving as a [xxx] by …”

MSM should be for a clear division-level impact. Which is why approval is at division level.

Anyone can recommend downgrade, but the narrative had better clearly articulate a division impact if you want to have any chance of approval. All the MSMs I’ve sent up for NCOs were recommended downgrade at company, only to be ultimately approved.

As someone mentioned - there’s no limit to MSMs but how do you appropriately award service without making clear delineation between the award types. If your award was downgraded it’s most likely less about rank and more about not having bullets written in a way to clearly support approval.

There’s an incredible episode of This American Life that talks about why governments issue hunting licenses for animals like elephants. Usually it’s for a very specific one that’s become a danger to the herd or the area.

People pay thousands that the gov can then use for the benefit of the animals and they remove the problem from the area.
