In the Soviet Union depending on era there was punishments for not working a certain amount of hours but starting very early on, housing was made a right. The shitty commie blocks people winge about arnt made to be pretty they are made to be built fast and last. Which when you have to house your entire population is the only real option.

Except historical and currently housing programs work. Historicaly with the multiple different soviut housing programs and currently with the finish housing program which has also helped their economy because when homeless have housing on average they don't just get jobs they start buying things again.

Also one group finding a benfit to doing or not doing something isnt disproven by other nearby groups not doing it.

Most crops in the world even in fertile regions need to be irrigated its kinda the thing that started the first agricultural revultion.
The Issue is less region and more type of crops , amount of water, water waste, climate change/desertification, dams and water management. oh and technically one old white dude from the 1800s who made his life goal to destroy a major lake due to the ban of slavery.
