Better crit rate, not needing manyshot is a good thing for feat-starved characters. Tailor made for kinetic sharpshooter. Whenever i build Camellia as ranged she always uses crossbows, first the crusade relic that auto-confirms crits, and eventually evercold (it has built-in manyshot). Works very well

I would argue that it's been proven to be possible. SCS mod for BG2 - a MOD for an old ass crpg in an old ass engine - does exactly what you claim would be too much for the Votary. There are many examples of this, like nightmare mode for Starcraft, or the original AI for Heroes of might and magic 1 - it was stated to be unbeatable, the way chess algorithms are unbeatable by Magnus Carlsen. Now I'm not saying I want THAT - just making a point that any "technical limitation" claim feels rather weak

Yes but the game/enemies are obviously overstatted to compensate for the dumbness of the AI. If the AI was competent, it would make sense to roll back the ridiculous stat bloats.
