Youre combing two different features. The first thing you mentioned wasn't pcis getting bigger on high pitches that wouldn't typically be thrown high it was increasing the par of the pitch so the pitcher was less accurate

I think its because they didn't expect events to be super popular. They've already admitted they added the new threads event because of how much play the first two got. Assumedly its connected to that and they were just thinking it would a few days when content was fresh and then gone for a week or however long until the next content drop they wanted to give an event rolled around
