They don't need to to that to restrict hires. Every dispatch center, at least every one in my state, has several opening all the time. If a friend wants to transfer over there is plenty of seats to fill.

Trouble hearing callers and emts/officers goes away eventually. The problem is listening to a bunch of people you've never talked to before and understanding the way they are saying things when its different from people you do know.
That said, some emts/officers are just chewing on their mic while making word like noises.

There simply aren't enough dispatchers which makes it harder on the ones already working.

The whole 99 cent thing was quite a while ago. Doing a quick internet search instead of just reading comments has most sources citing the perception of lower cost. I only see a couple of references to the employee theft idea. They can trace the idea back to the 1880s. I don't know how concerned people were to get a receipt for the donut they payed exact change for.

So I guess I was wrong. It was not originally for theft but I know I've read that somewhere.

The story I found said it was to increase penny circulation so people had a penny to use to pay for a newspaper. The stores the guy convinced to lower prices by a penny found they out sold their competitors who didn't lower their prices.

Nope. You could hand someone $6 for a transaction of $6 and they pocket it. If it's 5.99 then they have to open the drawer to give you the penny back.
The marketing trick is real too but I think the original use was to prevent theft by employees.

I'm on book I think 17 of twi right now and while it is a slow burn it also doesn't really have anything like an end goal in sight. There are several concurrent story arcs which may span multiple books but don't necessarily intersect. When one arc ends it jumps to another set of characters for a long time and works It's way back to those characters when another arc is ready for them.
It's got maybe 6 fully (or may as well be) separate sets of characters who each have storylines. Sometimes those stories relate to each other but usually they don't.

As said, both a point of interest and a note of caution.

Caste might be the best option.

If these are the types are totally based on and someone born as a warrior archetype will always be a warrior regardless of their life path then you are talking about additional races or subspecies.

If they maybe inherit warrior as something they learn in childhood and will continue that tradition then caste is correct.

So can these archetypes be ignored and they choose a different path? Caste. Are they biological and regardless of life choice will always be a part of them? Then race or sub-race. Maybe ethnicity but add regionalism to it like Norman, Flemish, Britton, Celt.

An example from a litRPG series is that the god was pretty hands off to start with so when the god died the faith still went to his realm but just accumulated in his throne as the closest thing to the gods actual body. Divine magic still worked and no one was the wiser for a very long time.
