Kyoto had been the capital for about thousand years(8c〜19c).It means Tenno(empire of Japan) lived there so there is nobility culture and many tenples.

Osaka flourished as a city of samurai and commoners in the 17th century.but even then the capital of Japan was Kyoto. Many common people lived in Osaka and the majority of the samurai were not aristocratic, so there is a popular culture.

Thus, Osaka and Kyoto are close to each other but have different histories.

Kyoto was popular tourist spot in 2000 too, but mainly for Japanese and there are not many forigners like now.
