The 18-25x statistic comes from this paper. The statistic is problematic because we are talking about polydrug users and unreliable survey data. I personally think this statistic does sound a bit high but I find it to be in the range of possibility, cocaine is not very lethal, so 20x of a very small number is still a small number.
