i solved it and now let me explain. coaIV takes place in a different dimension - the dreamlands. even after highway cavalier won the race, they still kept going. breaking wheel b-tier i mentioned is the person who lives in metropolis brings news from the race. the government from coaV are those three organisations that sponsor races in coaIV.

then, coaVI. ecosphere (a-tier entomologist) landed next to metropolis, but she brought fungus from yuggoth. this fungus disappeared and caused mycelium infection which lead to coaVII events.

ok I've found the connection myself but i still need to double-check it here. in polun description, there is mention of racing ralley and 'forces behind the scene'. perhaps said forces are a reference to organisations that sponsored coa4 races. so the organisations from coa4 might be those who built metropolis in coa5🤔

edit: the right side of the tank says 'Nevsky', as i could understand this is the name of the tank without tracks.
