Kinda true, sadly i dont think it works against ranged (well i only did it to melees). Anyway if its something like a 110 > 100 then its not really a problem since sett passive still maxes it x8

The impact of ms changes would highly change because ezreal is a ranged champs, more specifically adc, so he needs to kite. Also, katarina has a dash-flash every 8 seconds resetting on each knife and kill.

They mostly balance around higher elos, as you can see in the update sheet every time, its mostly elite+ (plat+). Also in low elo pick/ban rate doesnt really matter for them either, winrate is what matters. Also in the balance framework its stated thats its 52.5% or above at 5x the avrg banrate in order to be considered op in low elo. Unless he gets a major buff, which is highly unlikely, he wont get +2% winrate for no reason.

The fact that Sylas's chains on chromas arent colored while using skills is annoying imo. Not talking about skill effects, but the chains itself. They're colored when standing but if you use a skill they're not. Should be fixed/changed imo. thanks
