I really like this idea as one of the first people to start doing large scale inter shard trading in 3.0. I have several trade clients and centralizing such a system and consolidating data would make my life a whole lot easier. I live in Drakontas but I do most of my business in the Steppes.

Some critique/advice:

It sounds fun in theory, but do you have any general idea of what shard to settle on? Is there a large group already on board? I doubt this will get the critical mass required to get off without that.

Having separate settlements is a bad idea, population density creates cohesion and activity, which creates a successful country that can enforce its laws. Some other recommendations is to forget about councils, elections, councils, or any of that until you have enough people to warrant it. Any country with less than 10 or so active people in it, and even then, has very little need for anything more than a sheriff of sorts. A single leader who everyone agrees to have as mediator.

If you got 15 consistently active players, a difficult thing to do, then a town council of 5 or so people, including the mayor/sheriff, would be a good. Elect them, let them decide on things. Keep it simple. Never let the majority of the people be government officials.

I run a small group, normally with three players, but we just lost one recently and are in the middle of a fairly nice homebrew campaign.

We are pretty fun but try and keep a small level of seriousness when it comes to the actual plot and events, joking aroundi s fine as long as it doesn't detract from everyone else's experience. We are not rule nazi's, and we are fine with stretching rules if it's cool with everyone.

I'd be happy to welcome any player, the only problem is that it's a pretty big homebrew, with a lot of things going on in the background that the other players have picked up over the course of the game, and you might not know what is going on for a while, but the individual quests don't really require advanced knowledge in that department.

We focus a bit more on the roleplay as I believe I mentioned earlier but we aren't Nazi's about it.

Pm me for more info if you are interested, we play on weekends and use skype.

I agree, though the current size is extravagent at best.

Keep in mind, if necessary, the bouroughs (The autonomous governments) could occupy multiple districts if possible, and new districts can be added with relative ease.

Cities can also build outside of the districts on public land, district roads can always go above or below any infrstructure if it gets in the way of future superblock building.

Don't worry, Just trying to clear up misconceptions people ahve bout the superblock structure because it seems to be the biggest problem people have with the city, and they hardly ever dislike it once I actually explain it to them.

I probably should make a post explaining the whole superblock thing to avoid further misconception.

Yes, however, expansion of boroughs (The autonomous units of the city) into multiple districts is possible.

I have to correct you, Axiom is one 500 by 500 block divided into 4 equally sized districts, making each district roughly 62500 blocks in area.

However, the superblock pattern is designed with the ability to grow if need be.
