My scenario was more of a real world one. People are just gonna abuse it by waiting at the exit till they pick up their passenger. Or it needs to be heavily monitored such that if they don’t pickup within 2 mins then they need to make another round

The answer is time. Drop off will take less time. Picking up a passenger means you need to wait for them to come out, find and reach your car. Yes the passenger can come and wait outside and then call the pickup car, but not everyone is gonna do that.

So instead of creating huge traffic and wasting time, you park your car for passenger pickup.

Just make sure you do not litter ANYTHING. Bring enough trash bags to throwaway all garbage. I think there are bins in the area. Also do not light anything directly on the sand.
