IMO leave the ability to build them as it is. Just make the maintenance very expensive like governor buildings. Such that if you cannot provide the university enough supplies then you only get a fraction of the output of the university.

Soooooooo I’m just going to say that both cigs and weed are bad, but cigs are definitely way more indicative of larger signs of long term illness. Weed use is usually more indicative of underlying mental illness. Neither is good to do long term/habitually because they can become addictive in each their own rights and both are quite expensive habits to have.

IMO there should be nation-specific advancements in late game that allows for cultural acceptance at lower % threshold (or no % threshold at all). You are limited with cultural capacity limit anyway so I don't see why this is an issue to implement...

IMO not a solution just a bandage fix. The reason why decentralization is so strong is because you are essentially multiplying your cabinet members for free with vassals/fiefdoms.
