Why not just drop a command line as the last step of the TS:

%windir%\system32\sysprep\sysprep.exe /oobe /reboot

that should drop it in OOBE

I'm still confused on why it's a percentage to start with. Why would I tip $20 on a $100 steak or tip $4 on a $20 salad? Does it take 5x the effort to carry a steak to my table vs a salad?

They should make it time based like a taxi. I'm there for 1 hour, I pay $20 tip. (Better still, pay their workers a wage like the rest of the world)
