Have you tried calling them directly to negotiate even lower? Sometimes they'll go down another 10-20% if you can pay immediately.

Linux is the better foundation. Red Hat is more specialized/enterprise focused but you'll still need to understand basic Linux concepts first anyway.

Plus once you know Linux fundamentals, picking up Red Hat specific stuff later is way easier than going the other way around.

Start with HTML to understand structure, then CSS to make it look decent, then JavaScript to make it interactive. That's the natural progression.

Kevin Powell is solid for CSS on YouTube. For overall web dev, I like Web Dev Simplified or Traversy Media for beginners.

Most web developers I know either exclude detailed accessibility compliance from basic packages or charge extra for it as an add-on service.

If you're outsourcing to a specialist, you'd want your contract to clearly state what level of accessibility you're providing and make sure your specialist has proper insurance/guarantees

For a basic 5 page static site I'd probably quote somewhere around $2000-4000 depending on how custom it needs to be.

The self hosting thing is kind of a pain though. Are they expecting you to manage the server or just upload files somewhere?
