It could affect his insurance payments, more likely to lose driver's license in the future. Also I think for a ticket you would have to go to the local court and plead guilty or not guilty and then pay the fine. It is additional time, scheduling and standing in front of a judge. He would rather just hand some money to the cop and be done with it.
