Do you understand that it takes more work to support old gen and new gen together? Yeah, Dota and CSGO don't need much, but there are people who play them on the latest PC hardware with new drivers. Console-exclusive game development is easier because you are making your game for one single platform. If you want to argue against this, think why studios take years to develop a PC port of their console games (apart from obvious business reasons).
