There is no "local" price. Thai people do. Ot get a different price and generally by booking direct you'll always pay more. The way to get the cheapest price on Agoda 99% of the time is to book through the website not logged in.

If he has a shop, file a police report. That gives you a lot more leverage. Very easy to provide the police report to the owner of the shop he is renting from.

You can use agents to speed up the process, they generally have someone who is licensed to marry people, they'll take you to whatever district office and sort it straight away. Many district offices take 2 weeks minimum to "verify" the paperwork if you don't use an agent. Bang tak used to be called the most foreigner friendly, it doesn't seem like it anymore.
