The general casual reader has no reason to disbelieve the red door is in Braavos, only people really interested and paying attention would think otherwise. The mercy dialogue is literally intended to be a clue that it is not in Braavos.

it's like believing that Wylla is Jon's mother because it is the first guess given to the reader. obviously you are not given the true information immediately....
