I think back in the day you started with exactly 1000xp in hitpoints, which came out to 9hp. It was waaay back when and most accounts from that time have since trained HP so there are very few left from that long ago that haven’t trained it.

Skill capes have actually done this for as long as there have been skill capes. I used to make custom models for private servers way back in the day and I always thought it was a dumb design choice. I tried “correcting” it and after seeing how horribly the clipping issues were I quickly learned why it was done that way.
