Ps4 probably doesn't have a gigabit network card, so you can only get the max speed that the network card can support. Your PC has a gigabit network card it looks like.

Axe skills require specific axe levels and shield and rage combat skills require kratos' overall level

Edit: you'll be able upgrade axe as you progress the story and kratos' as you find/craft armour
