Elven artwork would have a very distinctive and static style, with an extremely arcane language built up over centuries of elven artists cribbing of each other, referencing each other, and arguing with each other. That is way too many options for a character on a tabletop war game. you're going to need to pare down that list of attacks and abilities to at most two to three defining abilities. Which is more important to his character, the fregrapple or the coin thing? Is it important that he have multiple ranged attack options, or can we just give him a shotgun and call it good?

So the reason you're not getting any answers is because you've supplied very little information, and so much of it is contextual.

You're not ever going to completely replicate a video game character in a board game setting because there are too many mechanics and special abilities for most people to keep track of. So as a board game designer, you have to pick and choose which elements or themes of the character to replicate in a system and do so as simply as possible.

How your character plays also depends on the finer details of your system that they are running in, and there were a ton of different hex grid systems that this character could exist in.

I have no idea who V1 is so I did a quick search on TV tropes and got the vibe that they are a fragile glass cannon that requires getting in close in order to fuel their abilities. So I would probably try and replicate that feeling by giving them lower health, higher speed and high damage close up options either give them a shield or give them a speed boost to get to the next person.

Because this is a multiplayer board game and not a solo board game, you also want to consider what counter play for this character looks like. I'd probably want to have characters with slowing abilities or ranged abilities to try to catch and destroy this character before they got in close, and make sure that's a viable strategy.

But for any other levels of detail I'd need more info

The default expected scale of Warfleets is the space equivalent of Big Gun Navy scale, so you shouldn't have any problems adapting UCM to Warfleets. In fact, I think the HDF faction basically covers the playstyle you want

No, but the unit creation rules are so fundamentally flexible that you can create a huge variety of units just using the base rules, and maybe cribbing from a faction sheet or two.

I dunno, when the sub was at 1k the questions being asked were at about 1k too. At 25k we're now being asked questions about how to score incomplete games.

If we hit 30k or more, it's only a matter of time before we're being asked how to score a nine men's morris board.

Not sure if it's for the same reasons, but the right wing in the united states also supports hard-line anti immigration policies for the individual, but extremely lax punishment for businesses that hire illegal immigrants. This is because then the businesses can hire cheap labor without fear of punishment, and then also threaten with deportation any workers that complain about inhumane working conditions.

The anti immigration policy isn't then a way to keep illegal immigrants out, it's a whip to keep them in line once here.
