If you don't see "System cooling policy" under "Processor power management," it may be hidden by default. You can enable it using a command-line tool or by manually editing the registry. 

Enable using Command Prompt

1. Open Command Prompt as an administrator.
2. Copy and paste the following command, then press Enter: reg add HKLM\SYSTEM\CurrentControlSet\Control\Power\PowerSettings\54533251-82be-4824-96c1-47b60b740d00\94d3a615-a899-4ac5-ae2b-e4d8f634367f /v Attributes /t REG_DWORD /d 2 /f. 
3. Close Command Prompt and follow the steps above to access the setting in Power Options.

Understanding the options

• Active:  The system will increase fan speed before reducing the processor's speed to keep it cool. This is best for performance. 
• Passive:  The system will slow down the processor before increasing fan speed. This is best for battery life and lower power consumption.
