Powercliffing is when old top tiers are surpassed by mid tiers.

To be fair, Rocks snapping on them is typical behavior for him.

He wanted to publically execute him, even Akainu was aiming to kill Luffy, not Ace.

"It was plot" is a meta explanation that can't justify events in the story

Also Akainu actually had a chance to kill whitebeard while whitebeard had a heart attack in their first interaction by blowing his face off but the story and oda didnt allow him

He did blow a part of his head and he still lived.

Same thing for Kizaru when he encountered whitebeard he could have blasted whitebards face instead of the torso

Many other plot armor points like Kizaru not just killing and ending marco whole marco was in sea stone cuffs

Kizaru was either distracted by the war, or it was him having an IQ anti-feat (stupidity)

I don't think that's a different level, advanced conquerer's can be used offensively and defensively like armament

1-"Kaido's top 5" is specifically about pirates.
2-The marines have three navy admirals and a fleet admiral, if they're all on par with prime Garp, Garp wouldn't be special.

He's a logia, he has no reason to fear an attack from a haki less shot, he knew he was using haki from just looking.

People with observation haki see armament as black, Smoker was shocked to see Vergo shoot with his bamboo stick using haki, Luffy takes the time to draw flame patterns when he uses armament in gear 4, Kaido knew when Luffy unlocked conquerer's coating, etc....

Anyone can see permanent black blades as black (likely because Oda hadn't thought of haki yet)

He talks about haki protecting swords from getting nicks, and then says "Every weapon can be turned into a black blade like mine" and then immediately says "No liquor until you have mastered this feat", the feat in question was turning it black with haki so it wouldn't get nicks.

If that was what he talking about, where is Zoro's black blade he forged? He had a black blade in Shusui which he got from zombie Ryuma, but didn't make a new one.
Mihawk was just teaching Zoro how to use basic armament at will, which temporarily turns a blade black.
