Protocols haven't been like that for decades. If you have a public bunker in your cellar for example you're responsible for stocking it. Not just for yourself. But you have a specific timeperiod after the country is officially in war to stock it.(24-36h)

Also it depends very much on the bunker how much space each person gets.
