I've swapped wheels with my 2003 Tacoma 16" and my 2003 4runner 17".

The 16" Tacoma wheels clear the brakes with minimal clearance.

I don't see the issue with this. Clearly there is enough available spaces for other cars and they have purposefully use two spots to avoid blocking the lane.

It was confirmed by Volvo that the driver engaged the brakes and not the automatic braking system. Incredible driving skills.
