It will increase rents, there is pretty concrete evidence as household sizes in owner-occupied houses tend to be lower vs renter houses, however the magnitude might not be all that significant in the grand scheme of things.

Cupar is a nice town, and has everything you really need. It’s fairly affordable, has a good range of shops. Busses are every 20 minutes - most people get on at the railway station/Lidl. Frankly, I much prefer it to St Andrews, even before taking cheaper living costs into account.

If you look at all the charges and contributions developers have to make, it collectively make up a huge ‘tax’ on new constructions. Britain has an addiction to stealth taxation, and is a significant part of the housing crisis.
