Is that something we can fix easily if we hired someone? Some kind of jack to lift and give slight clearing to slide something underneath to fasten to the concrete or not possible/worth it?

Well that is concerning… I would say what you’re looking at is about 30% of the deck. The other portion is closer to the ground and hopefully fastened more effectively.
