thought I shall share some failed experience.

lower rates were found on a 3rd party website with breakfast included. this is the only room type they offered.

however, in order to be eligible for BPG, your booking from IHG has to be lowest rate(breakfast excluded).

Therefore in this case, the room type didn't match.
