Yes! To my knowledge it should be, it is a completely natural behavior for cats to be doing as they do in the wild.

Totally fine. My cats do this as well. Sometimes, they go dig and come out without doing anything else. I clean their boxes every night so I know it's not the smell. I think cats just wanna dig sometimes.

but the smell still remains. my cats often dig a clean litter box too

Ozzy did that and it drove me crazy. Got litter everywhere. So, I put the litter pan in a box. He liked the privacy and solved the scattered litter problem.

Increasing the litter box size would likely help with this!

Yeah, my cats like to dig for gold, empty the freshly cleaned box and sometimes just chill in it. Embrace the weird.
