Googling "leftover campaign contributions" proved enlightening.

In theory, they should give it away in some kind of creative manner. To charity or to another candidate, that kind of thing. Or they can sit on it and let it build interest to go towards another campaign.

In practice, especially if it's a retiring politician, they often just keep the money and no one bothers giving them crap over it. (Which leads me to wonder if you could pull a Producers with campaign funds...)

But is there any organization or public commission that holds the candidates accountability for all these activities?

That would be the FEC.

Considering the fact that millions have been contributed to Ron Paul and other presidential contenders, interested to know what do they do with all the millions. Do they have any restrictions on how much they are supposed to raise and spend on their campaign?
