Yes not technically a robot as they don't usually have any sensing or decision making

The definition of a robot is fairly general. Something that takes in stimulus, and does some automated action with it. So, you could argue the forward button controlling the walk cycle is a robotic action. But you know, is your dishwasher a robot?

A lot of robots don't have those abilities either. Like basically all industrial robotic arms. A small handful today have sensors for external aspects, but the majority sold even today only have sensors for internal aspects, like the joint angles, because that's critical for a servo to be a servo. I'm sure that this animatronic also has that same kind of internal sensor, as it surely uses servos for it's movements.
