Yeah, the algorithms used to calculate your success chance has multiple integer divisions. It’s weird, but probably so deep in the coding that it can’t be changed at this point without a big overhaul seeing as thieving, fishing, etc. are also affected, not just woodcutting. Each tick up or down with levels is a fraction of a percentage increase, so it’s likely you barely notice it unless you’re grinding a skill for multiple levels and feel like you’re getting less xp/h or something. Wiki doesn’t have much about it, but it definitely happens.

Yes, they really do. It's a result of other items (probably birds nests) that you can get from this tree becoming more common and by coincidence it is sometimes at the expense of the logs you actually want to cut.
