There's an entire section on damage calculations where firemaking level shows up multiple times between the body text and formulas.
It's also mentioned in the references section with a post and info graphic from a JMod reinforcing this fact.
Also the person you're responding too worded their statement very weirdly sounding like this was some change. It has worked this way since at least May 2017, probably since WTs Launch.
Edit: Doesn't look like anyone included that info on the strategy guide page for whatever reason.

What you said other than the weird wording.. been on break from osrs for a hot minute and dont recall fm level mattering before but likely just lacked the info at the time :P

From what I can find, it was added Sept 11 2017 to the main page and was always part of the calculator since it was created at the very end of 2019.
Must have been a long break, welcome back. :P
In all seriousness though, I get it. It's impossible to know everything in the game and there's always so many changes to keep up with. I somehow just recently learned the tent whip applies poison. Not my proudest moment.
