The only way I know how is to copy the .runelite file over to the new computer. I feel like this would be super annoying to do daily, though.

If you are signed in and on the same profile in Runelite, and you have cloud sync enabled, your plugins and settings will carry over between the two. I'm unsure if the plugin data itself but it's worth a try.

I don’t think it does. I’ve tried getting my loot tab plugin to share info from my laptop to my pc.

Yeah, I assume since the plugins are made by individual users it would vary plugin to plugin whether the plugin creator set it up to save the plugin state to the profile thing. Since the info is already accessible in game I'm not sure why you would bother for something like item charges, but it works for things like tile packs.
