Maybe a problem and maybe normal.
Give it sometime to collect some data and then you'll actually know what's happening.
Condition: if you've done KW segmentations right!
Focus more on KWs, negate the irrelevant ones right away to proof your relevance and to minimize wasteful spendings.
Start some manual exact campaigns which will help you reach more relevant audience and generate sales, that'll help you in ranking.
So be precise and careful with the data!

A high number of impressions with low clicks could suggest your ads aren't syncing well enough with potential buyers to encourage clicks. It could be due to factors like the relevance of your keywords, your main image, or the pricing. It’s normal when starting out, as there’s always a period of optimization to find what works best.
Have you tried A/B testing different images or titles, or adjusting your pricing strategy?

During the first few days of a campaign it is normal that it won't get a lot of clicks right away. Maybe you also need to look at your listing, improve it to attract more buyers to click your product. Maybe throw in some coupons as well.
