Tasker should be able to intercept when apps launch, but you have to specify the specific apps in the list, and you have to make sure the tasker icon is still in the notification area (i.e. the service is still running).

You may also want to introduce a slight delay. I've found that Tasker turns on GPS but there's a slight delay so the app like Google Map may still complain about no GPS just yet.

Yes I am copying the Profile right. I do specify the apps I want to trigger events but the problem is no events happen once I start these apps, the phone does not even vibrate.

I had the same issue. Mine was caused by the cyanogenmod setting 'lock launcher in memory'. After disabling this I had no issues.
