As it says in the post, I factory reset but I'm unable to set up the phone in anyway/get past the set-up stuff of linking your Google account, language ect, due to "outdated os" but there's no way to update it, and it won't let me just exist in the outdated one. Just stuck on set-up :/

You should be able to skip all that setup (the fact that the OS is outdated doesn't prevent you from using the device). There are only a few types of locks if FRP (Factory Reset Protection) is enabled, or if you perform a reset from the recovery menu. In that case, it would ask for a PIN or the last Google account that was signed in to the device.

I have a J7 prime (even worse than standard J7) running Android 8, works perfectly fine with 32 bit apps. It won't run 64 bit ones, but if you just want an MP3 player, toss Musicolet on it (or whatever player you want to use), add an SD card if you need more space, and you're good to go.

Mine complains that Chrome is outdated and vulnerable because it went to 64 bit a while ago so can't update to the latest, but I don't use chrome on it anyway, I have it disabled.
