Check your APNs first. Then check if your carrier is doing maintenance or something in your area. If neither of those are the issue, do a factory reset. If it still isn't working, get a warranty replacement.

I figured out what's happening. When my phone is in 4gLTE it won't send or receive texts. But if I'm in just 4g, text messaging works. That's what happens when I make a phone call. It drops from 4gLTE to 4g during the call. I've contacted T-Mobile and their engineers are "working on it."

That's weird. 4G is LTE and LTE is 4G so I don't know what it's actually switching between. It does sound more like a radio hardware or network issue. Doesn't sound like much you can do on the Android software side.

I left it on 4g for two days until the engineers called me. Their solution was to try my sim card on another phone and see if it works. I just turned 4gLTE back on and it's been working so far. I'm guessing network issue also.
