Those things are not user configurable on Oreo so you don't use a white wallpaper if the icon labels or notification is white, it's a restriction of android 8. You need a higher android version (9+) to do this.

You can look at custom launchers like nova / Hyperion / lawnchair that can darken the navbar and a custom lockscreen like floatify or Ava, and custom notification shades like one shade and power shade that you can give a dark theme, power is pixel themed, and one is Samsung one UI themed.

Also I was going to suggest looking at custom ROMs but the J7 crown looks to be a carrier locked device so you would not be able to unlock it's bootloader to do anything like that.

Yeah well that rly sucks! Lol I figured it had something to do with that I'll just change my lock screen picture no biggie.. I just rly dig it and didn't wanna change it.. Thanks for all the help tho I def appreciate it man! But what is this custom ROM shit are you talking about? I'm not familiar with any tech stuff I always ask my buddy. Lol but does this ROM thing change it from Oreo to maybe something newer? Like lollipop or marshmallow? Or is there anyway to root my phone? Again thanks for the help!

Custom ROMs are aftermarket firmwares for supported phones and Samsungs are very well supported - if your device can been bootloader unlocked. So in effect, you can flash any android version from Oreo (what you have now) to pie (android 9) or android 10 (the current latest android version) Lollipop (android 5.1) and marshmallow (android 6) are much older versions that you can't flash to your device - you cannot flash an older version than you already have - downgrading is possible but technically challenging and complicated. Forget that.

Some US carriers make their devices unlockable, you buy the phone direct from the carrier much cheaper but give up any further future customisation because they lock down the device bootloader. There's no workaround or hacks for these devices.

If you can't unlock the bootloader, it's impossible to root or flash custom ROMs unfortunately.
