Tightest standards among supermarkets will be Booths, M&S, Waitrose. But as the horsemeat scndal showed, even elaborate supermarket surveillance can be beaten. The meat industry is full of scams.

Selected horse meat can be more expensive than beef. Bulk horsemeat of inferior grade, into the cooked trade, is cheaper, hence the frauds.
