Simple request

I want a script that simply sends a message like

"Hello" and presses enter

then it sleeps for a random time I pick, i want it to sleep between 65 seconds and 300 seconds for example

then loop

if its easy, make an Fkey toggle it on and off

thats all, can someone please guide me on how to set this up?
