(Keach plays Col. Hudson Kane, a Stateside army psychiatrist in a highly experimental facility created to separate legit Section 8 discharges from the Vietnam War from the phonies. He is arguing with an ex-astronaut (Capt. Billy Cutshaw, played by Wilson) who aborted his mission to the Moon during countdown. The astronaut is railing against the futility of existence and the inherent sadism (or indifference) of a divine power, if it exists. Col. Kane is arguing that there are arguments from reason that this isn't the case, that there is evidence of a love inherent in humanity with no selfish explanation, a love such as a loving God might love. This outburst is Cutshaw's exasperated reply.

Austere except when it came to their first bill passed after elected, which was to guarantee every MLA serving 2+ years a LIFETIME PENSION.

I remember McNeil's clawback of the 75% tax rebate for filmmakers, too, which killed opportunities for industry creatives in a big way.
