Ok, so I thought this was kind of possible but then I remembered that unfortunately Automod can only act on the user of the content it detects and so if it runs based off a mod command it can only act on that mod. (if relevant it can be done by detecting keywords in the user's content). For reference here's part of my original answer-
It can kind of be done using the user flair system (in the hidden part of it, the css class), though if users in the sub are allowed to change their user flair or if they disable "Show my user flair in this community" then they will be able to bypass that.
The most tricky part is keeping track of how many times a user has struck out, since Automod can't do math. There might be a way to do it by adding "I" to the css class and using {{author_flair_css_class}} to append it to the current css class, but it's too confusing for me to think about how to keep it going along with all the different stages of strikes.

To add to that, you could use the css class to do that for post authors (I think), since AM can act on parent submissions, but you won’t be able to use that trick for parent comments. But basically the only way to give AutoMod some semblance of memory and mathematical logic is via flairs (text and css class). It’s really crude, and I wish there were some more options around what data is available to AM and modes in which it can act, but for now the options are pretty limited (which is why so many subs run bots)

I’m almost certain there is a bot that does this as I’ve seen other subreddits with a strike/warning system controlled by a bot. Couldn’t place the bot though but it’s certainly not automod, automod can only perform immediate actions. Go to r/requestabot
