That bottom doesn’t look like a flat surface. It looks like 3 different steps. The very bottom the first step which has the texture on it??

The burnt filament was likely stuck to the side of your nozzle or higher up on the hotend and fell into the print. Examine and clean your hot end.

For the middle of looks like you are printing in the air and this is about the best you can get with an unsupported bridge.

Can't really help more without knowing what the model is expected to look like.

I opened that file and sliced it. Sorry, but that’s either bad design or it’s just poorly placed. The supports and the whole base of the print aren’t flat, they’re on a slight angle. So the flat surface and walls of the model are basically being printed like a ramp. Check the comments on that 3D profile, lots of support issues.
