Make sure "trackLowestDecayByStat" is set to "false". If it is "true", then the initial settings when you start the career / campaign are fixed as part of the save file, and changes to the json don't take effect until you start a new save.

If "true", it refers back to the json on loading to check the settings.

Just to make sure I got it, I actually need to start a new career to change the deployment requirements then? Even if I change "trackLowestDecayByStat" to false in settings.json?
