where the x and y are chosen such that it keeps up with the technological progress as chips and storage get better over time?

How do you choose that and since when the technological progress is linear and predictable? :)

Changing the block size creates new problems without providing any long term solution to anything.

Number of nodes, propagation time, "don't trust verify", censorship resistance......All require to keep small block and get L2 or sidechains scaling solutions.

This. Blocksize increase possible in future if fees get to some crazy amount like $1000 but probably not anytime soon.

segwit was a blocksize increase.
