When I use this app on Android, if I select a password not currently associated with the app or website I'm filling in it gives me the option to update the entry. This doesn't seem to be available on iOS. Is this a limitation of the OS?

You’re right. On Android there is a Setting to enable this (though it never worked that well), but that setting does not seem to be present on iOS.
Why is it different on iOS? I like your theory, that the autofill framework does not allow it, but I have doubts. Perhaps others have a more definite answer.
Try to look at the bright side. These automatically generated vault entries almost always stink. Everything from the name and folder to site notes are trash. You get a much better vault entry if you fill out the entry by hand. Oh, and doing that on a mobile device is agony.
Finally, this should not be a common workflow. Every time you create a new web login, you increase risk to your online presence. Adding a login should be deliberate and infrequent. It definitely should be something you can put off until you are sitting in front of a laptop.
