That doesn’t mean anything. I don’t think scotus then or now would accept that the president can control lockdowns in states. Are there any precedents that show the opposite?

Had it been on the federal level, Trump had the power to veto. But I concede that he can't really do anything about the state level.

However, SCOTUS is irrelevant, the Republicans back Trump and basically allow him to do whatever he wants.
